Miami’s successful efforts to keep Homestead Air Force Base from being closed by the U.S. Congress’ Base Closure Commission (BRAC).

As a founder of BW Energy in the mid 1990’s, Weaver led that company’s acquisition of generation capacity in New York City and its participation as a finalist in five New England power plant divestiture auctions. He later co-founded WebGen Systems, Inc., a recognized industry pioneer in the real time deployment of web-based energy management software, and served as its Chairman until 2004. In 2007, Weaver’s Intercap Capital Partners, LLC purchased intellectual property and other assets associated with WebGen’s “Intelligent Use of Energy®” System (“IUE”). Intercap holds a U.S. patent for IUE™ and is now deploying the System in the United States and also in China in conjunction with a major international utility. Active in higher education, Weaver served as co-Chairman of the University of Miami’s late-1980’s $530 million capital campaign; was Chairman of the University’s Finance & Audit Committee for six years and, until 2005, was the University’s elected Vice-Chairman. He was recently elected University Senior Trustee and was named Chairman of the Board of the Miami Asset Management Corporation (MAMCO). Weaver is the Chairman of the Board of the University of California’s Institute of the Americas. He has also served on the boards of the Johns Hopkins University School of Advanced International Studies and the Young Presidents Organization. He is a member of the Council on Foreign Relations.

Weaver received his undergraduate and MBA degrees from Harvard University.


Michael P. C. Carns, Vice Chairman (USAF, Retired)

Michael Carns

General Michael P. C. Carns (USAF, Retired) serves on a number of Department of Defense panels, task forces, board of directors of corporations and is a consultant for a number of businesses. As a fighter pilot in the military flying combat missions in Vietnam, Carns earned the Silver Star, the nation’s third highest combat decoration. His senior appointments include: Deputy Commander in Chief, Pacific; Director of the Joint Staff and Joint Chiefs

of Staff during the Desert Storm period; Vice Chief of Staff USAF during the Bush and Clinton Administrations; and Commander of the 13th Air Force, Republic of the Philippines during the Philippine government crisis. He has also held a variety of senior military staff appointments in Europe and the Pacific.

Carns maintains extensive international contacts with senior level government, university and business officials. He has authored and published a number of articles on current issues including such topics as the need to substantially alter the military acquisition process, the benefits of privatizing military logistics functions, the lagging role of the United States in space, the role of the military war fighter, the eroding effectiveness of US nuclear deterrence, the evolving role of military force, and most recently applying energy efficiency standards to weapons system effectiveness.

After his retirement, Carns served as the Managing Director of a healthcare firm and afterwards as the Executive Director of a New York-based policy research firm specializing in Pacific Rim security, international capital flows and international energy demands. He is a graduate of the U.S. Air Force Academy, Harvard Business School and the Royal College of Defense Studies (UK) with a M.A. in Business Administration.

James M. Bannantine served during the past two years as CEO of Intercap Energy Systems and was responsible for the Firm’s development to a fully-operational, utility-grade energy management system. Bannantine is currently the President and CEO of Aura Minerals, a Canadian mid-tier gold production company focused on the acquisition, exploration, development and operation of gold and base metal projects in the Americas.

Prior to joining Intercap, Bannantine was involved in venture capital and venture fund investments. From 2001 through 2002 Mr. Bannantine led and then sold a start-up company, Dorsal Networks, to Corvis Corporation (NASDAQ CORV). Corvis subsequently became Broadwing Corporation (NASDAQ BWNG), a $900 million telecom company, where Mr. Bannantine served as President and Chief Operating Officer from 2002 through 2005. Mr. Bannantine worked with Enron Corporation for ten years, from 1990 to 2000, holding several top management positions, including Chief Executive Officer for Enron South America, a $1.5 billion power and pipeline division of Enron.

Prior to Enron, Mr. Bannantine served in the United States Army as Contracting Officer for the Corp of Engineers and Assistant Professor of Economics and Finance at the US Military Academy. Mr. Bannantine received an MBA from the Wharton School with Distinction and is a West Point Distinguished Graduate. He is a Board Member of Oil Purification Systems, Silfies, Noble Logistics, United Way International, Catholic Charities of Maryland and is a licensed Professional Engineer. He is fluent in both Spanish and Portuguese.

David Wenner retired from a 30-year career with McKinsey & Company in 2003 where he still maintains a relationship as a director emeritus. During his career at McKinsey, he led the firm’s North American Telecommunications practice in Atlanta; he later opened and managed the Miami office.
